Free company evaluation
No fee. Recommends that company's products and methods. Useful for price and scope. Not an engineering opinion.
Before you pay for piers, wall anchors or a wall rebuild, an independent structural engineer can tell you what is moving, why, and what a sensible repair looks like. Here is when one is worth the fee and what it costs, plus free repair quotes from independent companies serving Topeka, Kansas.

This Old House (updated October 2026) lists the situations where homeowners commonly bring in a structural engineer:
Add two more: when repair quotes disagree about the cause or the fix, and when you are buying or selling a house with visible foundation problems.
Most foundation repair companies offer a free evaluation. It is a reasonable place to start, but it is a sales visit: the person looking at the wall also sells the repair. An independent engineer works for you, not the repair company, and has nothing to install.
No fee. Recommends that company's products and methods. Useful for price and scope. Not an engineering opinion.
Paid by you. Diagnoses cause and severity, may recommend a range of methods, and puts it in a written report you can hand to any contractor.
Ask any engineer you hire whether they have a financial tie to a repair company, such as referral fees or design work paid by the contractor. You want a report about your house, not a product.
The engineer asks when you first noticed the problem, whether it is changing, and about past repairs and water.
Floor elevations, wall bow, crack widths and patterns are measured and photographed.
Grading, gutters, downspouts, trees and the visible foundation are reviewed. A soil report may be recommended for unusual cases.
The report states the likely cause, whether the movement is structural, and what kind of repair, if any, makes sense.
Some engineers will review contractor proposals or inspect the finished work. Ask what that costs.
Topeka's homes have some age on them: the median home was built in 1967 and 68% were built before 1980 (ACS 2020–2024), and most College Hill homes date from 1910 to 1929. Older block or stone basement walls are common in houses of that era generally, though only an inspection tells you what a given house has. Ground conditions add to it. About 46% of Shawnee County is mapped in clay soils with high or very high shrink-swell potential (USDA NRCS soil data), and the county went through D2 (severe) drought in 2023.
Permits are where an engineer's report often comes in. Structural foundation repair generally requires a permit from Topeka's Development Services; your contractor should pull it, and you can ask whether an engineer's report is needed for your job. Lawrence's city guide (April 2022) is explicit: a structural repair permit needs either an ICC-ES report for a pre-engineered system or a stamped Kansas-licensed engineer's report, and an engineer's inspection report may be submitted in place of city inspections. In Manhattan, Emporia, Junction City and the smaller towns, check with your city or county.
Buying or selling, for example during a military move near Fort Riley? An engineer's letter can settle a question that would otherwise stall a sale.

Typical national ranges from published 2024–2026 cost guides (Fixr, This Old House, Forbes Home), not quotes. Your price depends on an on-site inspection.
On a job in the five figures, a few hundred dollars for an independent opinion is a small share. An engineer may also find the fix is just a drainage change or simple crack repair. See the full cost guide.
License. Kansas doesn't issue a state license for foundation contractors. Inside Topeka city limits, contractors must hold a City of Topeka contractor license and pull a building permit for structural work; Lawrence has its own license and permit rules. Ask for the license, proof of liability insurance and the permit number.
Permit. Structural foundation repair generally requires a permit from Topeka's Development Services; your contractor should pull it. Lawrence's city guide (April 2022) says piers, helical piers, I-beams and tie-backs need a permit, often with an engineer's stamped report, while crack injection, waterproofing and mudjacking may be exempt. Other towns: check with your city or county.
Right to cancel. Kansas law (K.S.A. 50-640) gives a 3-business-day right to cancel many door-to-door sales of $25 or more, but it can exclude repair visits the homeowner asked for. Ask whether a cancel right applies and get it in writing.
This Old House puts a structural engineer's foundation inspection at about $300 to $1,000, with an average around $600 (updated October 2026). That is a national range. Ask what the fee includes: the site visit, a written report, photos, and whether a follow-up visit or a review of contractor quotes costs extra.
No. A free evaluation from a repair company is a sales estimate. It can be useful, and the company may be right, but it is not an independent opinion. An engineer you hire works for you, has no repair to sell, and puts the cause and recommendation in writing.
Consider one for bowing walls, horizontal cracks, sloping floors, cracks that keep changing, a leaning chimney, or when two quotes disagree about the cause or the fix. It also makes sense before a large pier or wall job, and when buying or selling a house with visible foundation problems.
No. A general home inspector looks at the whole house and may flag cracks or water, then recommend a structural engineer. A structural engineer focuses on the foundation and framing, judges whether movement is structural, and can recommend or design a repair.
Already have an engineer's report? Mention it in the form so companies can quote to it. Planning to get one first? Say that too; a company comfortable with independent review is a good sign.
